This work presents Operable Philosophy, a systematic philosophical framework designed to ground human cognition and decision-making in the physical constraints of the universe. Beginning with a single axiom—to be is to be distinguishable—it deduces, rather than asserts, a complete system for understanding the interaction between consciousness and the world. The framework argues that traditional "ought" philosophies (from Plato to Kant to Hegel) are structurally untestable and have historically collapsed when confronted with physical reality. In their place, it proposes a testable, self-terminating system anchored in three physical givens: entropy, the Landauer principle, and the principle of least action. From these, it derives four interconnected analytical tools: (1) the M-I Co-Flow model, which treats any system—from a person to a civilization—as an indivisible coupling of matter and information; (2) the finite observer principle, which rejects all claims to absolute or God-like knowledge; (3) the criterion of truth-as-penalty-avoidance, which holds that a proposition is provisionally true if acting upon it does not result in physical or social punishment; and (4) the Three-Track Analysis, a decision-making protocol that evaluates any plan through logical, social, and physical consequences before action is taken.
