The competency of innovation and entrepreneurship (I & E) teachers in local application-oriented universities is critical for talent cultivation, yet a systematic model for this context is lacking. Using grounded theory, this study conducted in-depth interviews with 12 I & E teachers and constructed a competency model centered on “perception of person-job fit and self-evaluation”. The model integrates job requirements, individual supply, and external contextual moderation, revealing the composite, practical, contextual, and dynamic nature of teacher competencies. Key findings show that competencies emerge from cross-boundary experiences, while the evaluation system and person-job mismatch are core barriers. This model offers theoretical and practical guidance for teacher recruitment, training, assessment, and institutional design in local application-oriented universities.
