The Impact of Data Infrastructure on the Industrial Undertaking Capacity of the Central and Western Regions

增强中西部地区产业承接能力,是优化全国产业布局、推动区域协调发展的关键举措,而数据基础设施作为数字经济时代的核心支撑,其对产业承接能力的提升具有重要作用。文章基于2012~2023年中西部地区175个地级市的面板数据,以设立国家级大数据综合试验区作为政策冲击,运用多期双重差分法实证检验数据基础设施对产业承接能力的影响。研究发现,数据基础设施显著增强了中西部地区的产业承接能力,尤其对产业支撑能力与产业发展潜力的提升作用更为突出。机制分析表明,数据基础设施主要通过优化要素配置、拓展多元化融资渠道两种路径赋能产业承接。异质性分析显示,该效应在产业承接示范区与综合型城市中更为显著。因此,应强化数据基础设施的战略布局与差异化建设,协同要素配置、融资支持两大机制,构建数据赋能的产业生态,从而全面提升中西部地区的产业承接效能。Enhancing the industrial undertaking capacity of the central and western regions is crucial for optimizing national industrial layout and promoting regional coordinated development. As the core support of the digital economy, data infrastructure plays an important role in improving this capacity. Based on panel data of 175 prefecture-level cities in the central and western regions from 2012 to 2023, this paper uses the multi-phase DID method to empirically test the impact of data infrastructure on industrial undertaking capacity. The results show that data infrastructure significantly enhances the industrial undertaking capacity, especially in improving industrial support capacity and development potential. Mechanism analysis indicates it empowers mainly by optimizing factor allocation, expanding financing channels. Heterogeneity analysis shows the effect is more significant in industrial undertaking demonstration zones and comprehensive cities.
