This paper presents a sequential restoration model aimed at minimizing system recovery costs following multiple faults in an active distribution network (ADN). Unlike conventional methods that rely on pre-identified fault-based islands, the proposed scheme introduces a dynamic islanding strategy in which the number and boundaries of islands can evolve through merging during the repair process. This enhances flexibility and resilience by reducing reliance on isolated microgrids. In addition, the model jointly optimizes repair crew routing and system restoration by tracking the maintenance status of each component over discrete time intervals, ensuring proper coordination between repair activities, network reconfiguration, and island merging. In this way, the proposed approach achieves a stepwise restoration process that further improves recovery efficiency. The effectiveness of the proposed model is verified through case studies on the IEEE 33-bus system.
