Urban flood resilience in a warming world: Evaluating global practices in smart and nature-based solutions

• Hybrid smart-tech and nature-based solutions offer the most effective flood resilience. • Flood challenges are region-specific: aging infrastructure vs. rapid urbanization. • Advanced technologies enhance forecasting but must be integrated with green infrastructure. • Governance and cross-border collaboration are as critical as engineering solutions. • A paradigm shift toward adaptive, data-informed policy is essential for future resilience. Urban flooding, intensified by climate change and rapid urbanization, presents a critical challenge to global resilience. Current approaches often operate in silos, with a significant gap in the comparative and integrated assessment of smart-technology versus nature-based solution (NbS) strategies across diverse global contexts. This study addresses this gap through a systematic analysis of urban flood management in selected cities from China, the USA, Europe, and Southeast Asia, chosen to represent varied climates, topographies, and development levels. Our findings reveal distinct regional paradigms: Chinese cities exemplify a rapid, engineering-focused evolution; US cities grapple with aging infrastructure and coastal threats; European cities demonstrate advanced basin-wide governance; and Southeast Asian cities face challenges of infrastructure adequacy and transboundary coordination.
