Optimal Shared Monthly Parking Subscriptions

Low utilization of monthly parking subscriptions among urban residents poses a significant challenge in urban parking revenue management. This issue not only results in substantial waste of parking space resources but also leads to considerable potential revenue loss for parking lot operators. To address these challenges, we propose a novel monthcard-sharing service aimed at enhancing parking space utilization and increasing operator revenue. Under this service, multiple users with non-overlapping parking hours are allowed to share a single monthly parking subscription, enjoying discounted prices compared to individual subscriptions. We formulate the problem as a mixed-integer programming model based on users’parking behaviors (i.e., parking patterns), with the objective of maximizing the total revenue of the parking lot operator. The model captures two key decision types: (i) parking product design, and (ii) user sharing and product selection. A series of numerical experiments based on real-world datasets from a parking company demonstrate that the monthcard-sharing service improves resource utilization by up to 60% and increases total revenue by 40% compared to the existing strategy.
