Disruptive biosecurity: A new concept for preparedness and response to the emerging total biothreat landscape

The relative absence of high-profile perpetrated bioevents is a poor predictor for the nature and imminence of the threat. Projections and surveillance based on the Intent of possible perpetrators are easily applicable, but unreliable. Minimal perpetration approaches combined to 5 G-Internet assisted preparations and within-establishment perpetrators devalue the Intent predictor, while the identification of possible perpetrators may be achieved by focusing on Capability, a more objective predictor. Hacking software-operated diagnostic, therapeutic and life/health support instrumentation, corruption of biosafety assets and the use of mis-/disinformation (infodemics) may duplicate bioevent impact without releasing any pathogen. Focusing on the weak or choke points of the threat pipeline might be achievable by AI (mostly Wide and Narrow) to inform optimal response.
