Construction and optimization strategy for collaborative governance of construction waste resource utilization

The resource utilization of construction and demolition waste (C&DW) is critical for mitigating environmental impacts and promoting sustainable development. This research evaluates the current state of resource utilization governance in 35 pilot cities across China, identifying significant challenges. A collaborative governance framework and measurement scale are developed utilizing actor-network theory (ANT). The study employs structural equation modeling (SEM) combined with system dynamics (SD) to construct a model that simulates the interactions within collaborative governance mechanisms and their impact on governance performance. This model supports the development of scenario optimization strategies. A case study focusing on new district development in China illustrates the practical applications of the findings. The research reveals that the strategic focus and implementation of collaborative governance should evolve in response to the different stages of C&DW market development. From 2023 to 2025, the study recommends enhancing governance performance through multi-agent collaborative supervision, fiscal and taxation incentives and constraints, and whole process information management. Between 2025 and 2030, the emphasis should shift towards improving whole-process information management, refining government guidance on resource utilization, and establishing a comprehensive technical standards system.
