The aim of this paper is to provide a specific numerical scale model for making transformations between linguistic terms and numerical values. The proposed method represents a wide range of existing numerical scale models and can quantitatively reflect the linguistic behaviors of decision makers (DMs). The pessimistic-optimistic principle-based supplementary regulation for hesitant fuzzy linguistic term sets (HFLTS) may lead to initial information distortion and loss. Based on the lowest common multiple principle in number theory, an improved supplementary regulation is proposed to preserve the fidelity of the original information; this improved regulation also brings a new concept for information measures of HFLTS. Then, based on traditional generalized distance and Hausdorff distance measures, some new distance measures for HFLTS are presented within the numerical scale framework. Furthermore, an extended TOPSIS method for hesitant fuzzy linguistic multi-attribute decision making (MADM) is developed. Finally, a numerical example concerning movie preferences is elaborated to demonstrate the performance of our approach. Sensitivity and comparative analyses are also provided and discussed to show the effectiveness and advantages of the proposed method.
