Law Enforcement Contact with Juveniles: Arrests and Citations

This chapter focuses on law enforcement contact with juveniles through arrests and citations. Disproportionate minority contact (DMC) defines the overrepresentation of minorities throughout the juvenile justice system, while overrepresentation, on the other hand, implies the comparison of racial and ethnic characteristics of people in the juvenile justice system. The first encounter of most juveniles in the juvenile justice system involves police encounters, which vary in each arrest and citation in police report data as law enforcement officers have discretion when handling cases. However, discretion tends to be biased in terms of racial and ethnic group differences. The chapter also lists the rates and types of offences incurred by juveniles.
