1977 the Education for All Handicapped Children Act (P.L. 94-142) was implemented nationally, requiring the public schools to institute a variety of new procedures with respect to the identification, evaluation, classroom placement, and individualized curricular planning for students with a wide range of physical and mental disabilities.1 The law was intended to assure every handicapped child a free appropriate education in the least restrictive environment consistent with the child's needs.
