Financing health care in Latin America and the Caribbean with a special study of Costa Rica

This paper reviews literature and statistics on health-care financing in Latin America with emphasis on social security schemes and a case study of Costa Rica. In a series of recommendations, the author emphasizes lack of political will to implement reforms aimed at achieving great cost-efficiency. He notes further the need to shift social security health systems to greater emphasis on preventive medical care via increased allocations for vaccination and communicable disease control, potable water and sewage facilities, nutrition programs and health education. Extension of coverage to the poor, appropriate revenue systems and cost-reduction opportunities are subjects for further recommendations. Specific material on the Costa Rican health care system and social security are introduced as a case study at the end of the text. These data will serve as the basis for a more comprehensive field study in the country.
