A Total Survey Error Perspective on Surveys in Multinational, Multiregional, and Multicultural Contexts

This chapter focuses on surveys that are comparative by design, that is, surveys that collect data from two or more populations and deliberately design their instruments and other aspects of the survey to compare these populations. It introduces a total survey error (TSE) typology that integrates error sources with methodological and operational challenges that are unique to or may be more prominent in multinational, multiregional, and multicultural surveys. The chapter provides examples of quality assurance (QA) and quality control (QC) approaches that are practiced by a selection of survey organizations conducting comparative projects. This includes how such requirements and standards are developed, implemented, monitored, and documented. The chapter discusses the key challenges for each of the representation and measurement error components. It concludes with references to resources available in best practice documents, standards as well as important ongoing research.
