The Effects of Livelihood-oriented Fiscal Expenditure on Household Consumption Rate in China:An Empirical Test Based on the Provincial Panel Data from 1996 to 2009

Based on the provincial panel data in China from 1996 to 2009,this paper employs a fixed effects model to study the effects of livelihood-oriented fiscal expenditure of local governments on household consumption rate.Empirical test shows that the increase in livelihood-oriented fiscal expenditure is contributive to the improvement of household consumption under the uncertainty of expected consumption expenditure.Finally based on the results of empirical study,it provides policy suggestions about the effective improvement of household consumption rate from the angle of the increase in livelihood-oriented fiscal expenditure.
