China's urban development has entered a later stage characterized by a rapid paccand structural adjustment.ln this stage,how to optimize the function and structure of city center has become amajor theme of urban development in China.Changzhou city,as a central city in Yangtze River Delta,has a concentration of urban central functions in the old city.In recent years,due to lack of comprehensive and effective policy guidance,problems like traffic congestion,environmental degradation,cityscape homogenization and so on have become increasingly serious.The paper discussesissues related to functional transformation,physical improvement of city center,reuse of land and so on.
