The Defects and Improvements of New Rural Cooperative Medical Care System

While affirming the great accomplishment of New Rural Cooperative Medical Care System(NRCMS),the paper points out that this kind of system has intrinsic institutional defects,which is the essential cause of the difficult operation and bad effects of this system.In order to solve the problems and achieve sustainable development,the NRCMS has to be improved and perfected.Therefore,the paper systematically analyzes the institutional defects from the target,mechanism and environment of the NRCMS in theories and on actual level.At the same time,aiming at the main problems resulted from these institutional defects in the current NRCMS operation process,the paper gives analysis respectively,and then presents the integral plan and suggestions for the development of the NRCMS in the future.
