Construction on Performance Evaluation System of Financial Expenditure Based on Logic Model: Taking the Agricultural Expenditure as an Example

Evaluation index is the core of expenditure performance evaluation.But now,the evaluation index less focus on evaluating the whole process of expenditure,and it is also lack of a systematic method and cannot reflect the real status of the government's financial expenditure performance completely.Leading the logic model into the index design,we design a systematic evaluation index with four aspects: 'Input—Output—Medium term outcome—Long term outcome'.This method can incarnate the economic,efficient and effective principle of the performance evaluation better.
