Recent political and legal mandates have firmly established the educational rights of all handicapped children. In the last decade, new laws enacted in 48 states and a series of favorable court rulings have been instrumental in creating a broad legal base for the education of handicapped children.' At the federal level, P. L. 94-142, the Education for All Handicapped Children Act of 1975, has set a national policy that all handicapped children are to receive a free, appropriate public education by 1980.' Special education, as education for the handicapped is known, faces an enormous challenge to which it must respond. Even with a history of more than 100 years of special education in the United States, estimates from professionals in the field indicate that from onequarter to one-half of the handicapped children in this country either receive no educational services or are in an inappropriate education program.2 Using the lower of these estimates, this would mean that there is in excess of one million handi-
