Political, social and economic incentives and barriers to marketing environmental pollution control technology are discussed in light of the explosion of industrial production, energy conversion and transport of goods and people; the introduction of exotic materials; and increased awareness and expectations of health standards in all developed countries. The market model is shown to produce desirable properties on a certain value premise where the economy has certain structural characteristics. (PSB)
