Putting the Citizens at the Centre: Making Government More Responsive

The China-Australia Public Administration Dialogue is a new collaboration between scholars and practitioners from across greater China (including Hong Kong and Taiwan) and Australia, aimed at deepening understanding of contemporary developments and issues in public policy and management. Built around a core group of participants, the Dialogue is hosting a series of workshops on particular themes with relevant experts presenting and debating papers which describe and analyse developments in China and Australia, allowing informed comparisons to be made and cross-border lessons to be learned. Selected papers and reports will be published in refereed journals including AJPA. The first workshop was held at Sun Yat-sen University in Guangzhou in June 2011 on the topic ‘Putting Citizens at the Centre: Making Government More Responsive’. About 35 people participated including three senior Australian officials and two Australian academics, and Chinese scholars from nine universities across greater China and others from Singapore and the US; three senior officials from Guangdong Province also participated in a practitioners’ forum with the Australians. The following report draws upon a background paper that guided the workshop and provides a useful framework for linking the papers published in this special issue of AJPA.
