From National Defense Stockpile (NDS) to Strategic Materials Security Program (SMSP): Evidence and Analytic Support. Volume 1

Abstract : In 1987, the U.S. Congress assigned the Secretary of Defense the job of determining requirements for and managing the National Defense Stockpile (NDS) of strategic and critical non-fuel materials (S&CMs). Since then, the Institute for Defense Analyses (IDA) has provided regular analytic support to the Department of Defense (DOD) in structuring and implementing a stockpile requirements assessment process. This paper summarizes IDA's latest analytic support to the DOD and the Defense National Stockpile Center (DNSC) in the NDS program area, including analyses to support DOD's ongoing transition from an NDS to a Strategic Materials Security Program (SMSP).
